Protection Field Officer

(Local contract based in Mexico City)

PURPOSE

The Protection Field Officer contributes to the implementation and monitoring of ICRC Protection activities in the area of responsibility (AoR). The person supports the effective implementation of the strategies and objectives related to the response of the ICRC Mission in Mexico and contributes to the integrated and coherent implementation of the objectives of the group's action, in coordination with the relevant departments (Prevention, Protection, Assistance and Cooperation), as well as the process of design, implementation and evaluation of the activities.

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Contributes to the implementation of Protection Civilian Populataion (PCP) strategies Health Care in Danger (HCiD) in the Area of Responsibility (AoR).
  • Collects and registers PCP cases/events/information according to delegation guidelines/procedures.
  • Conducts PCP needs assessments with affected populations, ensuring the proper use of institutional tools and approaches as defined by the Delegation.
  • Provides technical support on health services protection measures, in particular on risk reduction measures and the implementation of reporting systems for incidents of violence.
  • Directs PCP assessment exercises, risk and context analysis and other relevant tools as required in accordance with programme/delegation guidelines and policies.
  • Plans and conducts roundtables, training workshops and awareness-raising sessions on HCiD issues in accordance with the Delegation's strategy and guidelines.
  • Coordinates (in close collaboration with health officer) the implementation of risk control measures with health staff and MRC teams.
  • Supports prevention activities, including FAS training,
  • Monitors HCiD incidents in the AoR, as well as the measures implemented by the communities and authorities to address the problem.
  • Maintains contact with Armed Forces, Civil Protection and relevant authorities under the supervision of the Project Manager.
  • Contributes to the development of the contingency plans, security protocols and guidelines.
